I have several machines in my office that came with preinstalled OEM XP prior to SP1 and they don't have a desktop.ini file in the Desktop folder. They continue to not have it after installing SP1. I have some newer machines that came with XP SP1 preinstalled and they *do* have a desktop.ini in Desktop.
